SceMaps implemented the State Capture Assessment Diagnostics (SCAD) tool and conducted a survey among experts from four European countries (Bulgaria, Italy, Romania and Spain) with knowledge and relation with three economic sectors that showed systemic problems in the past.
One in two experts surveyed by SceMaps highlight Businness state capture pressure in all three sectors, indicating potentially systemic problems.
Bulgaria stands out among the four countries for suffering the highest general monopolisation pressure, greater than 90% in the civil engineering and fossil fuels sectors, according to the professionals surveyed. This indicates a greater chance of monopolies, oligopolies or cartels in the sectors analysed.
Both Spain and Romania fail when it comes to pro-competitive legislation, according to respondents. In this respect, Spain would do very badly in the Pharmaceutical sector and Romania in the Fuel sector.
