The SceMaps partners gathered for the first time on 12 February 2019 in Sofia.

During the kick-off workshop, the SceMaps members gathered in Sofia to discuss the planning of future activities, methodological issues, advocacy and outreach plans. The kick-off workshop was attended by representatives of all partners, as well as software development specialists. The participants agreed on the definition of “state capture” as “a combination of different forms of corruption which have a single objective: to secure wholesale (by default) and long-term privileges to captors by exploiting the power of government for private benefit”.

The CSD experts explained that the action’s methodology is based on triple verification of key findings. It includes the use of three different methodologies and research approaches – expert assessments (surveys), public procurement and business data (big data approach) and media articles red flagging. They also noted that the pilot tools will be designed in a way that they could be used in all Member States later on. In addition, they provided a practical demonstration on annotation of media articles needed for the machine-learning process. Fundacion Ciudadana, CIVIO made an overview of the future engagement and dissemination activities and presented the newly created Twitter account (Twitter@scemaps) and Facebook page. CIVIO is also engaged in preparing the SceMaps Engagement and Dissemination Strategy.
