The SceMaps partners gathered for the second time on 17 August 2019 in Madrid.
CSD presented the completed Mapping report, which will serve as a basis for the future analyses. The performed mapping exercise will also assist the selection of experts to be surveyed and the public authorities to be assessed through the State Capture Assessment Diagnostics (SCAD) methodology and the MACPI Institutional methodology.
The partners also agreed to apply a new method for media search and red-flagging, which requires the preparation of lists of media sources to be crawled by a new software tool.
Last, but not least, the partners discussed in detail the MACPI State Capture assessment questionnaire, while CSD’s experts presented the methodology of the MACPI Institutions survey, planned for 2020. In order to implement the latter, the partners will first approach and establish cooperation with key public authorities, responsible for regulating the three target sectors (wholesale of fuels, wholesale of pharmaceutical goods and construction). Then, they will elaborate a list of their specific activities, as well as a list of the internal anti-corruption policies and procedures applied. The actual survey results will allow for the identification of the “risk zones” in these institutional policies, their effectiveness and possibilities for improvement.
